Baking Instructions:
- Step 1: Preheat your oven to 350°F (175°C).
- Step 2: Grease your 9x13 inch baking pan or line it with parchment paper.
- Step 3: In a medium bowl, whisk together the flour, baking powder, baking soda, and salt. Set aside.
- Step 4: In a large mixing bowl, beat the butter and sugar together until light and fluffy.

- Step 7: Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

- Step 9: Let the bars cool completely in the pan on a wire rack.
- Step 10: Beat the softened butter, powdered sugar, and vanilla extract until smooth for the frosting.
- Step 11: Spread the frosting over the cooled bars.
- Step 12: Top with rainbow sprinkles.
- Step 13: Cut into squares or rectangles and serve.
