Preheat your oven to 350°F (175°C).
Line a 9x9-inch baking pan with parchment paper.
In a mixing bowl, combine the graham cracker crumbs, powdered sugar, and melted butter. Press into the bottom of the prepared baking pan.
In another bowl, combine the sweetened condensed milk and shredded coconut, then spread over the graham cracker base.
Bake for 25-30 minutes, or until the coconut is lightly golden. Cool completely in the pan.
Melt the chopped semi-sweet chocolate with the heavy cream until smooth.
Pour the melted chocolate over the cooled coconut layer and spread evenly.
Once set, lift the bars out using the parchment paper and cut into squares.
