Preheat your oven to 400°F (200°C). Remove leaves and stem from the cauliflower and cut into smaller pieces. Pulse in a food processor until it resembles small grains of rice.
Transfer riced cauliflower to a microwave-safe bowl, cover with a damp paper towel, and microwave on high for 5-7 minutes or until tender. Let cool and squeeze out excess moisture.
In a large mixing bowl, combine riced cauliflower, cheddar cheese, mozzarella cheese, minced garlic, Italian seasoning, eggs, salt, and pepper. Stir until well combined.
Form the mixture into small tots, about the size of a golf ball, and place on a baking sheet lined with parchment paper.
Bake for 25-30 minutes, flipping halfway through, until golden brown and crispy.
